40 years wildfire experience

During Frank’s 31-year career with the U.S. Forest Service, he served as a hotshot squad boss, assistant fire management officer, strategic planner, public affairs officer, and command staff officer on national fire teams.  Frank has partnered with other foresters, arborists, natural resources and wildfire effects professionals at PFMc since 2007.

Frank’s reputation for assisting law firms in complex fire and fire effects analysis and recommendations for Federal and private tort claims and law suits is growing.  Using an integrated team of foresters, range scientists, land appraisers, PhD ecologists and others, Frank and his team provide comprehensive services as expert consultants and witnesses for wildfire including fire effects and reclamation/restoration following large fires.  Frank has worked with fire cases across the Western US and Australia and was recently credited with being the key expert to a successful settlement in a significant federal case following the Flat fire in northern California.

Frank writes extensively on wildfire and natural resource issues in peer-reviewed articles in the Journal of Forestry of the Society of American Foresters, for Writers on the Range and other publications about fire and forest management and policy.

Frank earned his Master’s in Public Administration, Natural Resources and the Environmental Policy from Boise State University, and completed three years of graduate study at the University of Idaho in fire science and fire ecology.
